Upgrading Runes from tier 3 to 1

Riot should add a new rune system where you can upgrade your tier 1 rune to tier 2 then finally to tier 3 at a cost, but the cost for upgrade and rune is equal to the cost of the tier 3 runes that you are going to get. EX: cost of tier 1 + upgrade to tier 2 + upgrade to tier 3 = Cost of tier 3 So new players will not suffer from the loss of IP when they bought a tier 1 rune and then knowing that they've wasted their hard earned IP for nothing.
