WHY ARENT THESE PREMADES BANNED YET?

so i wanted to put these Premades in the spotlight, back in champ select everyone pre-picked his champ the first thing they did was banning my champ and the midlaners champ, so we asked 'why did u ban my champ?' their answer was 'because u are bad' right after that they started to say things like 'we are gonna troll its just flex' YO, thats no fcking reason to troll, so my question is WHY THE FCK ARENT SUCH PEOPLE BANNED YET???????, they legit play to ruin the game just to entertain themselfes, i reported all 3 of them 'dunno if it had any effect'
