Fiora combo ?

Hey, don't know if is this right topic - this is my 1st time here.

So I studied Fioras new abilities and I wondering a lot about Q. That "on hit effect" which will proc - doesn't that mean combo E + Q should work? I mean - you will cast E and then go for Q - that mean you are buffed by on hit effect so it should slow opponent, right?

ASAP I want to test is, but Fiora is disabled so I want to ask here,
