Serious Suggestions to Balance Jinx's Kit (NOT a "GG GUT JNX" post)

Lately I have seen a LOT of posts here from players frustrated at Jinx's excessive power. They aren't wrong. But just because she can 1v2 her lane, split push, reduce the population of a teamfight from 10 to 5 in 4.7 seconds flat, and get a pentakill in baron bit from bot inhibitor, doesn't mean she needs the treatment of:

Nerf into oblivion --> Slowly add strength back to over the course of 4 patches --> Ignore for eternity because nobody plays them anymore

^This is the kind of approach to champions that has shattered the playerbase and the manner in which the game is played.

All she needs is -50 range on her rockets max rank, -15% attack speed from her minigun at max stacks, and less movement speed from her passive.

THAT'S IT

The only reason people complain about her is that she is too safe. You force her to put herself into sticky situations and, like magic, all your cares disappear.

How about instead of nerfing jinx directly we buff her lane counters, as an indirect nerf.

i find slows in this game are op. and her w has a sick slow. cant' ever reach her as a melee with no gap closer. as warwick even with e up i can't even come close to her (assuming my ult is down). Zap Slow = 30 / 40 / 50 / 60 / 70%

its insane bra.

sure its a skill shot. idk i just find slow destroys movementspeed. Its pretty hard to get movementspeed too. I feel like bonus move speed should also give % slow resist. this would include spells too like karma shield kayle heal etc. warwick's bloodscent when a nearby enemy is low should have some % slow resist on it. i can't barely notice it since slows shut down movement speed buffs so much. Movementspeed isn't exactly easy to comeby either. not to mention adcs are range and can kite/studder step.
