Rise of AD champions required rise of tanks. When people started using Kindred jungle , Corki mid and Lucian bot, people had to counter it. It started with Rammus top in NA and Akali tank top in Korea. Its simple: Rise of AD = rise of tanks. Rise of tanks= Rise of mages. Rise of mages= Rise of assassins. Rise of Assassins= Rise of Bruisers. Rise of Bruisers= Rise of Juggernauts. Now we are having mage update, where mages like Xerath. Brand, Ziggely... will be buffed and hopefully be used to counter those tanks. Which in turn will give rise to Assassins like Khazix, Rengo, AP Akali...
Its a neverending circle. Thats how game changes and stays fresh.
Someone realized that Sunfire+Iceborn was op and it spread like wildfire.

the tank meta emerged in season 5 when Cinderhulk was introduced. Cinderhulk delt alot of damage, had amazing jungle clear, and gave you bonus HP based on your Maximum HP to make you even tankier which lead to the rise of high base damage CC tanks dominating the meta. Since those events riot has added in a large amount of tank items with combat stats and further increased the tank meta with the addition to Undying Grasp and I think a buff to sunfire and Iceborn at some point.
Now tanks have a so many sources of base damage that still offer them all of the stats they need allowing them to bone squishies making them a threat while also preserving pure tank stats from the items.
juggernauts got reworked.
broken shit came with them.
juggnauts got nerfed.
juggernaut items make anything a tank with damage.
