FPS drops in full screen

Hello, I'm having an issue where my fps stays at 30 when I'm in fullscreen mode, but if I change it to borderless or windowed my FPS goes back to what it normally is (Around 180). I was wondering if anyone knew what could be causing this and help me out?

I'm having the same issue still, so annoying! Ever since it switched back from the holidays theme.
