It's a point-click 170 (+.7AP) magic damage ability. Don't kid yourself. It had a fair cooldown, all it has going for it is the shield which could honestly even be argued could use the minorest of buffs.

The point of having the shield activate on hit rather than on return, is to help Kassadin win trades.

I actually think his Q could use a slight shield buff, it is still mediocre vs AD's and LeBlank.
