Tier games

I have played a decent amount of PvP normal games. The main thing is when I go solo I end up with extremely low level people. Some of which did not even know what runes were. Or how to play their lane. The difference in experience is jarring. The main issue is that that person or persons are in a group allowing them to join higher level games. I want to have a positive or at least even win loss ratio. Which is why I only did bots until lvl 20 when i could get the tier 3 runes. My suggestion or idea is this. What if Riot had a lvl requirement deeper than the one they already had? Like tier requirements. Tier 1, tier 2, tier 3 matches. So that if anyone was able to get into tier 3 they would at least have to had played long enough to know their stuff and not go into a game and run around as if it was call of duty.
