Handicap real, or just random perfect lag spikes?

So im irela laning against jax, im confident enough i can beat him for sure even if he counters me just a little. It's funny tho, everything is good but that moment im about to kill jax my game play starts to get laggy and if i get close to an enemy i start getting this freezing-type motions. It's really, really, funny cause it's straight up only in the early game, where if i make mistakes it makes up the rest of my game. I consider this as a handicap, or riot just trying really hard to mess up my game. So uhm my 1.3k PC can't run leagues servers? i mean really? i can run any game on high settings, ANY GAME I WANT, but i choose to play league cause i "enjoy" it.

1. Only happens early game
2. happens when you get close to en enemy
3. instantly crashes the game, and sets a freezing type motion where you click but your champ doesn't react. But at the same time it does and you see it fast speed.
4. the lag stops, randomly. If im lagging i suppose i will keep lagging right? Not just lag whenever im in a critical moment.

That's exactly what has happened to me multiple times, Champ i was using was Irela with Frostblade skin. Im 100% it's not a bug and 100% certain it's not my PC or my internet. Because i see my brother playing in the other room JUST FINE, while im here having technical issues only AT MY TURNING POINTS of the game. I try my best at every game, this just looks like it's scripted or riot helping the enemy team. That's exactly what it looks and feels like. Now let's go on to another game with no issues at all. Because that's how riot rolls. Get at me riot, you need to burn down my PC in order to stop me.
