Leave Buster has caught a bad guy (Improvement suggestions)

Hey all, call it pouting, whining whichever but ill try to avoid a wall of text. I was playing league and had a disconnected session about the 2nd day after the preseason began. Up popped up the leavebuster agreement, obviously I accepted. However, I had a relative disconnect me from the internet and I was unable to reconnect. Granted. I was placed in a lower priority queue, my first experience with leave buster is that it makes sense, but it said 5 minute wait with a notification on screen, I cant minimize, look around at shop, anything (if you do the timer resets). Shortly thereafter I am in queue and waited a good solid 12 minutes, and was left wondering was it broken. I click cancel to try to restart, and the 5 minute timer reset again.

My biggest thought of leavebuster is, its an idea which works, its a punishment for ruining experiences, however, I feel that there needs to be a tier effect. For leaving (disconnecting) twice I understand there should be punishment, but how long should that punishment hold. Additionally, I strongly feel there needs to be a tiered effect...

Overall I feel that the timer in the start and resetting (how can you even tell if something is wrong with the queue???) is beyond excessive already with the leave buster 10+ minute queue time.
