I've had chat restriction but now since it's gone can I still get the Victorious skin + Border if I reach gold or it's gone forever for me?

SrbLud1 votesAny punishments past Aug.05 make you ineligible for rewards. It takes 3 months per tier.
TSP ECLIPSE1 votesI believe you are right for most cases but chat restriction is the only one in previous years to just not be active at end of season to be eligible. Bans or suspensions after 8/5 make it ineligible
