People were saying they wanted to hear Karthus cackling when he ulted, they turned it down for that very reason.

Don't get me wrong. I like dialogs between heroes and other small fun interactions that bring a bit of rainbow to the game. DOTA2 and HOTS have quite a lot and they are interesting. However, this one just doesn't make any sense.

Kas1272 votesI am just pointing out the fact that that's how abuse of power emerges. First you make an example of one person, then two. Then, you hang someone for calling you fat. Then, you just hang them because you think they think you are fat. Basically the story of Maximilien Robespierre.
The same will happen in LOL. First a guy kills one villain and gets the satisfaction of others noticing it. Then, he does it couple more times. Then he starts farming them and bashing them for sucking and saying that the game thinks they deserved to die because they are evil. Then he just starts bringing in mothers and fathers into the conversation.
LOL is already filled with people who have no respect for each other. Do you want to enforce that behavior?
P.S. The idea might be for good and fun intentions, but some ideas are abused very badly.

Champion Skin2 votesWell then again Demacia is far from perfect which you can see from Lux judgment (old lore) Some things I think is better about Noxus is that they are more focused on merit and is more of a meritocracy And Demacia is more of a aristocracy and being born into power
And Demacia also seems to indoctrinate people and filled them full of propaganda (Lux judgment) (Noxus is probably also filled with propaganda but to a lesser degree as they seem less reliant on a good reputation and seem more focused on showing their strength and superiority but that's just my guess)
When there are two sides... usually neither is fully good and correct They usually have some good sides but also some dark and bad sides as well... nothing is perfect usually

As I pointed out earlier, it might lead to more unnecessary chat abuse (or not; maybe I am just overthinking).
Another thing to concider is the fact that it is just a single target ultimate. So, what will this mean for other champs and their ultimate abilities? I already see posts of people saying that X champ is "unbalanced" because he does not say Y when he does Z.
The bottom line is that it's an arena game first and RPG second. Otherwise, I could argue that if this was added, then I want Nidalee to roar globally everytime she turned into cougar.
An ult that would provide such interaction should interact globally with all enemies/allies. Take DOTA2 as an example. Silencer's ult silences all sounds when it's active. It's a global ult that affects all heroes. Zeus's ult does same and has lightning sound all over the map. Chen heals all allies and says something to his allies.
Garen's ult is not global, so why should it be special?

DobbiesAFreeElf1 votesI'm not a fan of global sounds. As someone who uses sound as a way to gather information in game I feel like adding too many global sounds will just add clutter and potentially cause people to miss out on a key piece of information.
I know this sounds silly and over the top, but I do play worse if I'm in a skype call and the chatter gets too loud or frequent or if I'm playing with no sound at all.
I just see this as unnecessary and could potentially lead to way more global sounds.
