Why making smurf accounts sucks

I have a level 12 smurf account and playing matchmaking is the most frustrating thing on this account. I can't find draft matches without waiting 30 minutes. So here's my issue, I play top. And I call top in blind and i pick top. But every single game we don't have a jungler. Yet somehow every game there's a jungler on the other team. So I get to fall 3 levels behind my lane, lose half of my cs, and play with someone who didn't pick an open position on the team. I'm stuck in MMR hell and the only way out is to carry every game. Why doesn't riot make people play draft instead of forcing people to play the game wrong in blind. I'm not suggesting that you cant have weird team comps and win but its very hard to win a game when you don't have a jungler and miss out on buffs, cs in jungle, dragons, etc...
