Smurfs in Ranked

Hey guys, so I am Silver 3 and am trying to climb to Silver 2. In my most recent ranked game, I was Sivir adc with a Sona supporting me. Our enemy laners were a Vayne and a Braum, both Platinum 2 smurfs. Of course we got destroyed, and I am trying to figure out how to deal with smurfs, and I want other people's opinions on smurfs in ranked, because I think they are not okay, even if they are on my team, because I feel as if I did not earn the win.

Also, (ik this is a stupid question, but I might as well ask) is there any way to tell riot what happened in order for you to receive any of your LP back?

Lastly, any general tips for ranked, or more in depth tips for an adc/mid player?
