Can someone explain to me what the duce is up with Zed's ult?

So after hearing the changes to zed's ult and how riot doesn't want counterplay to be erased with "only a click of a button"....why don't they just make zed still targetable while ulting? It might be just me, but I find it completely stupid that some champions have abilities to completely remove them from the game. If you have champions like this then shouldn't you have items that can counter this? I feel that if zed was still targetable while ulting it would create better potential for outplay, because although he would be moving still at the same speed he does, you could actually hit him will skill shots if you were good. But then again...there might be a reason why certain champions have abilities that take them straight out of the game....can anyone explain this?
