Well for me I only say it when I'm not even pushing tower. Have 0 towers on my laner and froze the wave halfway. Usually I'm 2/0 after a failed jg gank landed me a double when I say it. Almost always in these situations they send 4 - 5 people my way so I just play super safe after that for a bit. It's probably just silver being silver tho.
