Feast (Offensive Mastery)

why? they don't need it. Some champions use mana in jungle to clear or in lane to poke, and the cs mastery gives a little back if you can last hit well enough. resourceless champions don't need shit back, it would only make them oppressive and sustain harder than they already do. What do you suppose you give them? %cool down refresh on last hit? imagine katarina spamming knives down a minion wave.
