Is there ever a time when you're playing ADC vs support Soraka... and you don't build executioners?

The downside is that while you are reducing heals, you also are doing less damage. If can focus soraka first, you don't need it. If you can't win a fight or trade without building damage, you need the damage. If you are a poke lane, it's worthless. If both sides are content to farm, it's pretty much worthless.

IMO executioners is best for all ins because the debuff wears off after 3 seconds.

Always. My ADC never buys Executioners, even when I ping it 10 times, when I say in discord buy it now, when I type BUY IT.
