Blocking players and match making

Does anyone know if it is intended to NOT match you with a summoner you have blocked previously?

Not sure if this is the proper board for this topic...

I think this would be a good feature to implement, for a more pleasurable experience, if you block someone or someone else has blocked you, its for a reason. With the huge player base, i don't think it would affect the game in a negative manner, but it would greatly improve those player's experiences.
