Juggernaut Skarner feedback

As of what we see on the PBE, the new Skarner is looking realy cool, if you ask me. I do however think that there is something the game designers missed: He's not a juggernaut. From what I know, juggernauts are immobile tanky champions that need to walk up to the enemy with their base movement speed. They can be aided by items or allied champion effects, and when they reach the backline the wreck havoc. Skarner however, is not quite immobile. Now I think the movement from being on his shrines is not bad. It is that his Crystaline Exoskeleton breaks the line, as he can manualy speed up at any time in the game. Perhaps you can exchange the movement on his W with something non-mobility relating effect? I think Skarner has quite the catch up potential already with his awesome new Fracture, and wasn't the idea with Skarner that he has troubles getting to his target but sticking like glue if he succeeds?

Lastly a cool idea. How about making it so that when his fracture hits an allied Crystal Spire reactivates its vision portion? (When hit with its full felocity) That way Skarner can sacrafice his only non-ultimate disable for short vision, aswell as sacraficing the cooldown reduction portion and multi stun of Fracture.

Juggernaut doesn't mean "No movespeed buffs in kit ever." It means relatively immobile. If that were the case, Garen wouldn't be a Juggernaut either.

Skarner fits the bill in that they want him to wade in the middle of a fight, tank, and deal damage. To help him with that, they actually buffed the scaling of the W, rather than try to remove it.

I don't feel like Skarner is a Juggernaut to be honest either.
