Whats the point of not being able to roll in aram at all?

Is there a reason that makes the game better when you cant roll for a new champion at least once every game?

I own every single champion so I get a reroll every other game. Its set up in a way to punish people who have accounts with a small amount of champions that are good for the mode

Who still end up needing far fewer rerolls despite having fewer rerolls then you. The system doesn't work man.

But that is besides the point, what are rerolls for? What is their purpose? And is their purpose helped by the fact that most of the time you don't have any?

Unfortunately, the way the system is currently set up, it doesn't really help people who own more champs. 95 champs owned already nets you a reroll every other game, so you're essentially weakening your ARAM champ pool by not simply ignoring the bottom quarter of champs.
