Idea for new Seraph's Embrace shield.

Replace the current instant shield with one that slowly charges and is decays. Every time you spend mana, you gain a small portion of shield scaling with a % of the mana you just spent, the shield would cap out at a certain point, basically passive.

Currently, the shield on Seraph's is seldom useful since it only lasts 3 seconds and scales from current mana. It's only really useful for soaking burst, and we already have Hourglass for that. Right now we really only build Seraph's on sometimes if AP. i'm not sure if a change like this would propel it into the the spotlight. But it would add some interactivity to what is currently an outdated stat stick.

I like the idea, but there is one possible issue. Someone like Anivia could keep their ult up if they had blue buff, and constantly get a reapplying shield. The only way to counteract this is to burst her from 100-0 through this shield within a split second. Karthus too, but I'm less worried about Karthus becoming meta. This isn't a reason to reject the idea, just something to think about before we have unstoppable ice birds flying around. +1 by the way
