Why Is Ryze Having <40% Win Rate OK?
I'm not saying he's not toxic if they buff him, but why isn't another rework for him priority #1 if he's been hands down the worst champion for patches?

cause else faker rapes everybody
Literally has never been balanced properly, a dps point-and-click CC machine-gun abusing champ, seriously after SO MANY reworks you'd think they would have just given up.
After 3 failed rework the champion should just be trashed. Point and click CC on a dps machine-gun kind of champion will never be healthy for the game.
Champion Mastery. After spending some time on the champ, the winrate increases significantly. For example, a Ryze player with about 30 games has a 52% winrate.
According to na.op.gg he's at 42% with 40+ games played, or in 42nd place for mids. That's horrible.

Both of these show his winrate being significantly higher after a certain amount of games played.
I'm thinking riot is working on another rework, due out by the end of the year.
Because they still haven't figured out that what everybody thinks of as his basic identity just isn't workable.
i.e. It's not okay, but we'll take what we can get.
because somehow they still have not realised a point & click instant snare is the problem
Because he doesn't feel weak in games, not even in solo queue, he just feels hard to play and a lot of people pick him without bothering to learn him.
There's really no cure for people thinking he's easy, doing everything wrong, and then complaining that it was their team's fault.
Because while he needs a rework for being weak, other champions need a rework far more and are a higher priority.
And until riot remove his point and click root they will have to continuessly rework him
his winrate is deflated by new players picking him up and sucking ass with him.
only few players stick with him and learn to master him. those guys manage to get > 50% winrate. its just a matter of ryze mains being largely outnumered by people who experiment with him and picking him up for only a couple of games, fail and drop him again.
thats why its ok. the champion isnt actually weak. he just has a higher learning curve.
Part of it is his 450 up cost. Noobs pick him up and win lane against people but don't know how to use him to take objectives.
