Twisted Fate's Stacked Deck

I'll be honest, TF has been my favorite champ since I started playing League a few years ago, but something has always bothered me. Why is it that his E, which is considered by most his weakest skill, procs every 4 attacks? Nearly every other champion that has an AA stacking mechanic is built around the number 3. Vayne's E, Gnar's E, Varus' passive, Vel's passive, Yasuo's q, Aatrox's W, and Jinx's AS windup with minigun are a few that come to mind. I'm just curious about why TF needs to wing another card to get a proc'd effect that is weaker than most? The only reason I can see for this is a stylistic one. Four suits in a deck, so the Cardmaster needs to throw each suit for a proc. However, isn't TF known for his deck of 3 cards: Blue, Red, and Gold? So by that same reasoning, shouldn't his E proc on the third hit? I guess I just wanted to know if anyone else noticed this. While I think it would be a nice little buff, I really just wanted to know if anyone else noticed this.

Annie needed four stacks for her stun. Could be suit related, could be that four just use to be the number to go with.

When I was starting out, I always worried that the colored cards from Wild Card would have different effects on me, and was terrified of the situations where all three were the same color. Twisted Fate could probably use a looking at for clarity's sake, and a slight buff by changing the stack to be three instead of four.

I believe its 4 for balancing reasons since 3 would increase his dps i believe.

TF doesn't need a buff, he's already a threat the way he is.
