Hard Resets In League of Legends Ranked Games

I decided to make this post to hopefully get an answer from Riot about why there is not a hard reset of ranked MMR for the start of the ranked season. From my understanding of the way ranked games work right now is your previous seasons MMR effect your CURRENT MMR for getting points to climb. I'm not sure why it is done this way. If you played the game from S1 and your skills have improved in the game, using previous seasons averages can be damaging to your current skill level. I feel that your Win to Loss Ratio should be built fresh in ranked EVERYTIME the ranked stats reset. It gives a more realistic approach to seeing improvement of your personal skill. Again, I only think this should be done with Ranked MMR not Normal games. I'm sure there is probably a reason for this, I just wanted to read it from the source. Thanks.
