Quinn's rework

I won't lie, I love pre-rework, but now it feels like she's horribly underpowered. I understand why you changed her Riot, but you've gutted one of my favorite champions. I had some ideas that would help her out, like making her passive's damage scale with health shred or deal a small amount of true damage, or even just buff the damage itself, and reduce the channel time for her ult to around 1 second instead of 2, it feels like a bit of overkill. I dunno, I just feel like with her rework, jungle Quinn could really work, but I need ideas.

if ur not fed, sadly she's useless, problem lies in the long channeling time R, easily interruptible R, no blind/hard cc, or sustain that most OP ADC champs have, kalista, vayne, jinx still the strongest, trist get's easy push power too, quin doesent have 'umph'
