Incorporate Empowered Summoners

Empowered Summoner Spells (SS) give way to many different methods of play. The way that they work is each SS now has an extra "charge". If you consume both charges, your SS is empowered by performing something extra. For example, Ignite does extra damage, Barrier extends to allies, Flash goes further, etc. If you're willing to wait for the extra charge then you can use the extra benefits. Otherwise, you can continue to use the SS single charge as usual so this allows for continuity in the game yet allows for some extra strategies.
