I feel like people should have at least mastery 4 in 2 champs each role before coming into rank is hard to get out of bronze when i have someone that just got to level 30 and doesn't even have runes ready .

Bronze is not hard to get out of. You are too caught up in yourself to realize that. Stop worrying about your teammates, focus on yourself and you will get out super easily. This is what I did to go from Silver 5 to Diamond 5 in a season. It's not hard whatsoever.
The other thing is that many people have suggested this, and it's never going to happen because it is dumb. Being mastery on a champ just means that you have played a lot of that champ, it means nothing about the quality of your play.
You don't have to be capable of playing every role to climb the ladder.
