Cleanse?
It seems that cleanse is almost never taken. I think I remember seeing DLift take it once or twice on Jinx or something way back in the Spring. As an ADC main, I feel like I should have more options for defensive summoners. Barrier and Heal are the two dominant spells at this point and I was thinking about why they are almost always picked over Cleanse and what could be done about it (You can also take exhaust as an ADC depending on the situation)
Cleanse has a very very small window of opportunity for you to cast it and for it to be effective. While there is some timing in the usage of Heal/Barrier, there is quite a bit more in good usage of Cleanse. Cleanse needs to be cast at nearly the exactly instant that you are hit with CC to get the best result out of its use. Barrier can be used while still at full hp to absorb incoming burst or at any level of HP, Heal can be used effectively when both you and an ally are below 80% and need a burst of speed to either chase or run away. If you cast Cleanse too early you still get CC'd but at a 65% reduction, if you cast too late well you still get CC'd but to what extent depends on your reaction time, and how many more abilities you might have incoming over the next two seconds.
Due to the more forgiving and useful Heal and Barrier, Cleanse is simply TOO niche to pick up. Even barrier is almost never taken, so here is what I think can be done about that:

Reduce the CD drastically. QSS has a 90 second CD, Cleanse has 210. It is possible that Cleanse would become too "safe" in laning at a 90s CD, because the other lane would have at most 5-6 sources of CC (think something like Leona/Jinx). You could basically not worry about being engaged on because your Cleanse would be up for nearly every engage. So perhaps the CD could scale with level. 240 at 1, 180 at 6, 120 at 11, and 90 at 16(240/180/140/120 or 210/180/150/120 or 180/150/120/90 also could work). Cleanse's laning is decreased but trades off for a larger presence in teamfights when the enemy team is more likely to have the ability to chain CC on a carry.

The other option is to just straight up buff Cleanse and increase the CD a bit. I was thinking a 2 seconds of Complete CC immunity (prevents knock ups and everything, but cannot be cast during knockups; Also doesn't remove suppression, but can prevent it) sort of like a mini Olaf ult/ The trade off is that it is on a longer CD at 240-300 seconds. Really makes you value when/how it is used.

Could also do a mixture of both, make it slightly stronger as slightly reduce the CD. Maybe like 240/210/180/150 and the ability itself would give 100% crowd control reduction that scales off to 65% over 2 seconds.
Edit: The above would give 100% for like .5 seconds and reduce to 65% over the remainder of the 2 seconds.
What are your thoughts? The idea is to make Cleanse more viable without making it a must-have for ADCs like TP is for top laners and Flash is for nearly everyone. There should be three distinct situations in which to either take Barrier, Heal or Cleanse.
