I personally build Runann's Hurricane on both Teemo and Kog'Maw in order to Basic Attack 3 targets at the same time and I think most people build 
for the same reason. So, if you could remove the Critical Strike Chance and make this item cheaper in the process I (and possibly some other people) would really appreciate it.

Oh wait, no it isn't. Just make the Zeal items 200 gold cheaper and remove 5% crit chance off them.
Seasons 3-5, it didn't. And it was almost never bought by anyone. Only people with on-hit builds could even use it, which was like, Teemo, Kog and Kayle for most of that time.
If two or three champions need a special item to function, that doesn't mean they should get the special item. It means they should get a rework.
