Cassiopeia Tenacity
is unable to get any sort of tenacity as the items that had tenacity other than 
have been removed. With unable buy boots, I find this to be a glaring issue when ever I play her.

well she can also buy 6 damage items... and still have crazy movement speed.. so its a tradeoff
I can't help but feel this is intentional on Riot's part. Her kiting and anti-kiting measures are already so good for a ranged champion that Tenacity on top of that would probably be overkill.
you don't need boots, doesn't she gain walkspeed per her level?
You can just buy a qss and still have enough item slots for a build that actually scales
