i cant start my game

when i am starting to play i selected lane but i cant start game why? and in friend list i get message " you have been disconnected from chat , attempting to reconnecting....." its happen due to typhoon? or something else? and please inform me when is it be normal and provide me approx time period by mail? please send me mail on this quarry i hope you will get solution very soon and take an action on it very quickly
