Why am i up against a level 30 player when im level 15.

I've been levelling and out of nowhere this dude starts killing everyone literally does 1/4 health with one shot on caitlyn, and our caitlyn was doing about a 3rd of that. Come to find out the dudes level 30 with full mastery's and runes and we are level 18-15 most of us don't even have half a rune page and a full side of mastery's. How is this dude able to get into sub 25-30 level games and roflstomp low levels?

Probably playing with a friend that is a much lower level.

Either playing with a low lvl friend or the pool of sub 30 players was too low so they increased the parameters.

Maybe the level 30 is still bad and has low MMR? I've seen bronze 5 players with thousands of ranked games. Also, as others said it may depend on who you're playing with.
