What is with promos??

Is there some like matchmaking behind promos that's just setting me up to fail or am I just horribly unlucky?? I win 3 out of 4 games consistently when playing but as soon as I get into a promo I can never ever win even 1! It's so frustrating, I'm losing my mind. I've been in promos at least 10 times now (not even kidding its been almost 2 months) and I can't win even 1 single promo.... And sorry I know i'm complaining but idk what to do, I really want to make it to gold but idk if I can. Like even if I do really good in game, the rest of my team will do so bad it's impossible to win. The level of skill in teams are so completely off. So i'm really just wondering does Riot intentionally pair people in promos with worse players or is it just me being really unlucky??
