penalty for not picking ban

the penalty for not picking a ban is kind of ridiculous. if you aren't paying super close attention to during pick phase you can get penalized for talking to a friend for 40s. I got a 30 minute penalty because i was talking to a friend and looked over to see the timer at 5 seconds and wasn't able to select a champ and hit ban quick enough. C'mon. That's a ridiculous penalty for having a conversation. Please remove the penalty for not picking a ban. give the ban pick to the next champ in the line with a 10s timer on it. You are making the wait time to start a game so ridiculously long and the penalties ridiculous too. It's got me tilted.
