Riot leveling system (Thoughts?)

So I'm a little frustrated today, playing Kha'zix jungle and they had a Graves top afk for the first 5-8 mins of the game go to 1v1 him maybe about 22 mins in game after him returning and he has out leveled our entire team at this point and 3 lvls higher than I am and just blows me up.....Riot please figure that out...

Well you must not have been farming... Farming is not a problem.
