That 40 mana on e "nerf" is not enough by any means. There's a reason lucian is in every freaking game his laning phase is just impossible to deal with when he has that passive and q, honestly it's just impossible to trade against.

Kuroi861 votesRiot has seen what happens when they rush changes in champs kits, especially nerfs (See Olaf and the fall out from that.) Riot works on tweaking, if a champ proves too strong for a nerf to effectively bring into line, then they will get another small nerf, and another, and another, until Riot likes where they are at.
103percent1 votesAdd travel-time to his Q and change it to a "total AD" spell (so it starts at 10-15 dmg + % total AD). Have his passive scale up to 50%. Increase the CD on his Q by 1-2 seconds. Then I think he'd be a pretty good place.
The problem is, as soon as lucian gets worse than corki we will just be seeing corki all the time as the default lane-bully/poke/caster ADC. He doesn't really have a good enough niche or style. Though I suppose you can say he's more of a pure-ad poke/caster ADC while corki is TF.
