Ranking system redo

I want to open some discussion to how we can change ranked games... i dont know about everyone else but the solo queue is full of people who i have trouble believing have even made lvl 30. Does anyone know for sure how ELO works and how it helps select who u play with and against? I am getting really sick of always playing games that are done before they start... there are so many people who dont understand the mechanics of the game but insist on ruining my ranked experience.
