Is there a way to know which champs have unlocked a chest?

I was poking around the crafting loot system, and I didn't see anything.

If you go to champion page and mouse over the champions with a fancy boarder on (those are ones you got S- or higher on)...if it's a silver chest you earned it...gold chest means it's still available to earn

Yes. Go on your in-client profile > Champions tab. The champions who have a chest this season will have a special golden border on their portrait.

Renekton chest, Skarner no chest.

You can also see the champion's highest grade this season and whether or not they unlocked a chest by hovering that portrait.

that's only who you have gotten an S- or higher rating...if you have no chests available they still get the boarder. You have to mouse over it to see if a chest is still available for that champion

No, it's for the chest :)

I can give you screenshots if you want them. I have a chest for Irelia but no S, and I got the border. Likewise, I have an S on Nasus but no chest, and I don't have the border.

and I have an S for Shyvana and no chest but have the boarder...it all just depends on what color the chest is when you mouse over the champion

These are indeed the champions that you have gotten chests for. If you were playing with friends and one of them got an S-rank, you got a chest for the champion you were playing.

I did not get a chest for the Shyvana game but I got an S rating...I know this because I didn't have any chests available yesterday. the Boarder means nothing about chests...only that you got S rating.

I suppose my 100% correlation of borders to chests earned is just coincidence.

Honestly not being sarcastic, thought I should point that out given the circumstances and my word choice.

weird then...then I don't know exactly what the borders mean since they then clearly don't mean S rankings (or that someone on your group got an S). I know the chest in the lower right corner shows if you've earned the chest or not for that champ but border then no idea.
