The current issues with the top lane meta

Top-lane has been in a really bad spot ever since the thornmail rework and the new runes only made these issues worse. Top lane was been dominated by tanks and oppressive lane bullies for the longest time and a large change is much needed to get the lane to start being more diverse and fun to play. The bruiser buffs on the Pbe are a warm welcome but the nerfs to the already strong champs don't seem to be enough to bring them back into popularity.

My OPINIONS on what should be done to make top lane more diverse and impactful

Problems for top lane: Ornn: Ornn suffers from an issue where some of his abilities are so much better (Passive, W, R) to his other abilities (Q, E). What Ornn needs is a power shift to bring strength to his more useless abilities from is stronger abilities. One way could be to move some of the %HP damge from his W to his Q, but this should result in an overall net nerf.

Maokai: This guy just does way too much damage for how tanky he is, how much sustain he has, and his sheer amount of cc. His Passive should be heavily toned down so that he can't endlessly sustain through lane, and his base damages should be lowered as well.

Teemo Heimerdinger JaycePantheon: Riot has once said that if a champion is oppressive and lacks counterplay, they should be weak so that they do not feel too unfun to play against. This is the main reason why old Poppy and Yorick were left in the trash can for so long until their reworks. So why do these champions get special treatment. They are super opressive and are allowed to be strong on top of that. The Teemo nerfs only cause himto lose 72 health at level 18 and the early levels toxic shot only get reduced by 4-12 damage. The Jayce nerfs are just pacebo nerfs and will not affect his power as he doesnt even use his hammer E that often, and Heimer and Pantheon have no nerfs in sight. These four champions should be nerfed heavily because of how unfun it is to play against these champions.

Press the attack: It honestly makes no sence why this rune does not get any extra benefits to melee cahmpions. Adcs can proc this rune from over 3x the range of a melee and they still get the full benefits. Riot even nerfed the keystone for bruisers because of how Adcs abused it. This rune needs some sort of extra melee benefit.

Kleptomancy: Honestly this rune just needs diminishing returns. What I mean by that is that the more you proc Kleptomancy, the lower the chance is of getting one of the consumables. This would allow its best users not to get so much benefits but also allow users that can't proc it frequently to also get some of the rewards.

Adcs: Everyone favorite. Basically their items are too cheap. Make the items more expensive and everyone's happy (except adc mains)

Ezreal: Ezreal's w should give the attackspeed to himself without having to e into it. This would make it possible to shift power from his q to his w. This would give Riot the freedom to nerf his q without making him too weak.

item 3076 : Item is similar to hexdrinker where it their is no point in upgrading until later into the game. Should be changed not to screw over bruisers as much as it does. This should be done by shifting power to thornmail from bramble vest.

**tl;dr; top lane is too infested with tanks and oppressive laners. Sift power from Ornn's W and R to Q and E. Mao needs either worse sustain, damage or durability. Teemo Heimerdinger JaycePantheon please gut these champs. PTA needs an extra benefit for melees. Kleptomancy with diminishing returns. Adc items are too cheap (Never heard that one before right?). Ezreal w auto gives as and nerf Q. Bramble vest should give power to thornmail. **

I think Riot should increase Ornn's cooldowns so he is not spamming endlessly and so you have a window if he wastes something. And Hexdrinker has just been nerfed but sunfire reverted so its strong again.

All dependant on matchups, ornn is pick or ban though for sure

so the issue is that it's basically just tanks and ranged top laners, the rest of the cast is kinda weak right now

I'd like to argue that Ornn shouldn't need nerfs, items that counter him need buffs, 20% max hp on an ability with a moderate cooldown isn't even that bad.

There needs to be a grevious wounds item for anti-mr tanks, again, the problem is in lack of itemization issues

All of these champions are fine, they have counterplay, the issue is actually that other champs were weakened by the rune changes with loss of certain functionality, that is being added now in a way that wont affect them well, but will affect most of the other fighters and bruisers

The rune is designed for attack speed champions, so uhh, don't even worry about it, it's only top lane to handle the tanks, and it's a poor fit for most of the champs that take it top lane but it does the job

Hmm? that's the point of buffing cleaver, and virtually every AD fighter can go for a item 3812 to handle this thing

Mao is strong right now, and is about to be stronger, learn to deal with him or ban him out, ornn is an issue too, there needs to be an AD bruiser answer to something like maokai's sustain... wait yeah item 3033 can actually work on ANY AD champ and it's CHEAP

Adcs are a bit strong, But this can be fixed once we get bruisers back, which is about to happen, Bruiser ruin adcs a good chunk of the time so long as they can get close enough
