When's Kayn going live?

I've patched and am playing on patch 7.14, but no Kayn anywhere. Intentional?

In League new characters don't go live immediately upon patching unlike other games.

I'm suspecting he will be made available today or tomorrow. Most likely today in about 2.5 to 3 hours.
