Ryze's reqord

So... I've come back after a few months and I got Ryze in ARAM. I'll admit, Ryze wasn't my main but I understood he was a great mid to high tier champ. His E was largely seen as a moderate ability. I found it to be his key ability. I'd level it up before Q and I'd often clean up reasonably well with him.

And wow. But that new E. It sucks. I mean it sucks so badly, the first thing I wondered was, whoever did the rework, was he or she fired? And if not, why not?

I have no problem with his Q being a skill shot, his R seems worse somehow and his abilities don't really seem to activate properly any more. As I said, I could be simply rusty but when I try to cage someone, they're within range and I'm not silenced, it should go off, instead I can watch them walk out of my range without a bother. My ping is under sixty in most games and my FPS is 120 which is more than adequate.
