As the title states i'm just wondering if U.R.F has been replaced with A.R.U.R.F.

most likely, yes. making all random was their solution to urf getting stale and developing a meta.

Well, them making it all random kind of ruined it. If they just added bans or perma bans to make it not so one sided from champ select it would be a better game mode.

they already had bans. Even with bans, you had a pool of about 15-20 champions you would see basically every game.

Even though there was a 15-20 champion pool, it was more balanced than all random. when playing all random urf the game can be decided from champ select.

It can, but not actually that often. People overestimate how broken some champions are, and underestimate how much skill is involved. I've definitely won games against comps with all the meta champions, and lost games where our team seemed to have the clear advantage. Over the 170+ games I've played, I still have around a 55-60% win rate, and that's not just getting lucky.
