Can you guys confirm and/or explain this nami stuff for me?

Hey so i was playing full ap nami in aram just recently. I had 400+ ap, and a grail. My tooltip on w said i would heal for 180(+137) or something like this. I tried to heal my ally: no grievious wounds or anything and guess what? it healed for 180.... it should also have 22% heal more per bounce right? I damaged an enemy for 265+ dmg after mr reduction, wave bounced to my ally.... he received 180 hp wtf rito? am i dumb? is tooltip a lie? Explain to me like i was 5 please.

Healing from allies on ARAM is reduced to 50%.
