Is the current "reform" system actually doing it's job?

I get the feeling our current "reform" system punishes too harshly for doing too little. As such, considering this is a free to play game, you're constantly shuffling the 5% some odd "worst people" in your community to fill the space that is also occupied by the most amount of new players. How in the fuck does Riot not see this?

TL;DR The easier it is to get "reformed" the worse you make it for new players.

Its not the bottom 5% for punishment. Maybe 5% do not get rewards like the free skin or the new icon.

The bottom .1% are the ones that get banned and maybe the bot 1% get restrictions.

This is true rito does report false numbers. And for some reason not many people question it. But as it is there really is no reform system you might as well just get ready to hit the perma ban situation. Or MAYBE Riot will make some decent changes instead of bad ones? It's possible but judging from the community I highly doubt it. They just want people to lose their things and enjoy it because it wasn't them but as soon as it happens to them there is a problem but they will find themselves on the lower % of the field for once item 3070 and by then it will be too late. While they were with the other side they denied reform systems. Therefore there will not be any reform just loss and let the new players suffer with all the toxic players that got their mains permabanned.
