Offer remake for connections > 100ms

When you're playing ranked, if a person has ms > 100, it should be considered a disconnect and an offer to remake should be issued. Had 300ms my last ranked game, and it was unplayable. I normally experience no lag, as my computer is decent and my internet is solid.

I'm sure everyone here has had a game where they had terrible ms, and knows that it's impossible to carry elo when you cant cast spells or see HP bars on jg creeps. Feel like it would be a really nice quality of life adjustment to detect ms > 100 and offer a remake for no LP loss. Perhaps 100 is too low a bar, but the spirit of my comment is setting a threshold (lower than what it takes to DC from the game). This offer should go out only within the first 5 minutes of the game, so as not to be abused.
