Im assuming the new rune pages will be changeable in pregame like the masteries currently are. If so, that renders rune pages a little useless. How is it that a 2600 RP rune page bundle is only going to give me a random epic skin worth about 1300 rp?

You already used the product for a long time, there is no reason to refund you everything after such a long time.
roggierog1 votesThis isn't a car, It's content. And i didn't decide to sell it and there is no market value on it cause theres not even a market. And i could think of a million reasons why that was a bad example. They should at least make it an epic skin you get to pick.

Let's say it like this; things lose value over time. Does not matter if it's a car, a video game or content in said game. You can't expect to buy things and when you don't like them anymore or something better comes up you just get rid of them for the original full prize. Selling or compensation (be grateful that Riot is compensating you at all, they don't have to.) is the same in that matter.

it's more like this..you buy a car, and after, the same company decides to take back your car and give everybody free transportation:)

Mysticman891 votesIt's one epic skin per 4 rune pages, rounded up, so the 7 rune pages you got will net you 2 random epic skins worth about 2700 rp, plus you get to keep the rune pages. While their relative value is certainly lower since you can edit them in champ select, having at least a few pre-set is likely to be be convenient, especially if you play more than a handful of champions.
