Do i believe riot or a challenger player?

So I'm reading the patch notes and i see this:

"For a sustain tank who scales hard into the late game, Hecarim is pretty strong from the get-go. Currently, he's farming up and scaling a bit too quickly, letting him burst targets without having to build much damage. "

And i'm like cool i didn't know hec scaled hard into the lategame. The more you know. Then i watch one of Pants are Dragon's videos. For those that have never heard of him, he's a challenger jungle main that makes youtube videos. And he says that hecarim sucks in the lategame.

So who am i supposed to believe? Riot or a challenger jungle main?

Patch notes: http://na.leagueoflegends.com/en/news/game-updates/patch/patch-615-notes

The video i mentioned: https://www.youtube.com/watch?v=LNGIhNDK4CI

He says that hecarim sucks lategame at around 10:57

Also who would you believe?

Hecarim falls off, but not as hard as others would. His lategame ain't aweful, but it's not nearly as good as his midgame.

I agree with Tidal Tryant. Hecarim isn't garbage late game but he isn't "great" either. His stats in are in the Top 60 across the board. The reasons are mainly due to the player and how they play him late game.

Late game you can't assassinate players due to everyone grouping up so it really depends on your ult and how well you can team fight as his abilities isn't really " Team fight" material.

He can peel for the carries due to his E (Devastating charge) and his Ult but carry late game .....meh

Challenger players are better at understanding the game in general

I'd SAY, at from what i've seen, Hecarim falls a bit, but not very hard at all. Nerfs would be deserved, but I highly doubt they touched what Hecarim was strong with. He plays REALLY smoothly to me, and its usually pretty odd for me to have a bad game. Though riot's more concerned with beginners being able to abuse loopholes, rather than semi-seasoned champ players.

You can turn a teamfight or an enemy's engage HARD if you plan your ultimate, or outlive an opponent, as the fear can save you time between cooldowns. You can also abuse the E damage to run away, and return with the charged damage to one-shot that fighter that's low on health.

I hear just about everyone say every champion falls off in the late game. That's usually part of their death throes as the enemy mows down most of our inhibitors and we spend more energy trying to defend the lanes (which the ADCs and assassins CANNOT and/or WILL NOT do) as the enemy team goes to take the dragon and baron.

The late game doesn't count for shit if the enemy gets to their max build quickly and we can't catch up and spend more energy trying to not lose the game while they can do anything they want. Vayne has an amazing late game, but getting there is the problem, and if the enemy stops her from farming freely and pushing objectives, then she won't HAVE a late game.

Besides, Riot's point is that he doesn't require much effort to get an early lead to get to his late game sooner, not that he has a great late game. The contexts between what this Youtuber (who I won't watch. I have a personal policy on not watching any Youtubers about League of Legends) and Riot are talking about are vastly different. A champion can have the shittiest late game, but that doesn't mean anything if you are still in your early or mid game build and he has his max build already and playing smart. Likewise, you can have a 20/0 Zed, but that doesn't mean anything if he squanders his massive lead or his allies can't keep up (and I have seen this. Many times.)
