I get it, ashe probably shouldnt be instantly deleting targets for the amount of utility and CC she has. but it seems to take to wittle down tanks by yourself. She's also super immobile, so that doesn't help. And is it me, or is she being seen less and less in pro play?

if u play like a typical ADC monkey walking straight to the enemy just to auto them without thinking about her skills interactions than yes u will "feel" that her damage is low compared to other ADC who reward this type of monkey charge.
if u put a little effort to think about her Q and utilize it u will find that her damage is pretty damn high with her potential 260% crit modifier combined with her Q.
