does rylais and frozen mallet stack their slows effectively??

hi guys l used to be a teemo main way back in season 3 and sometimes play him nowadays as well (and no im not one of those shitmo shroom it and hide ppl....they give us other teemo players a bad name. l play my teemo similar to ADCs and go HAM) to the point, l was wondering if the two item although massively expensive....would they work properly? like some of the other forums are like 4 years ago so yer would be great if some one has any answers.

Slows no longer stack. It uses the highest slow % that's on a target at any given time. So when you auto it would slow for 30% (since your ranged). But if you used your Q it would slow for 40% for 1.5 seconds. Rylai's does basically nothing for your shrooms (since they slow for more) and does not work on your e poison, so it's probably not the best choice on Teemo i would imagine.

I wouldn't see mixing Frozen Mallet and Rylai's together on anybody being the best idea imo.
